DEVELOPMENT

The strengths and experience of DynCorp International, World Wide Humanitarian Services (WWHS), and Casals & Associates have been combined to create DI Development, a dynamic organization that provides effective responses to emergencies, conflicts, and post-conflict transitions and applies innovative and sustainable solutions to development challenges.

Our unique delivery model, combined with DI's extensive global infrastructure, gives us access to resources and the necessary means to provide highly effective, customizable and agile solutions to emerging or long-term development needs rapidly and at scale. JUSTICE AND GOVERNANCE

Governance mechanisms are indispensable for ensuring fair, productive and rule-bound relationships between individuals, organizations, institutions, and countries. They are also indispensable for regulating how people access resources. We work with local stakeholders and international organizations to implement lasting governance reforms measured by how tangibly they improve the lives of people.

RULE OF LAW AND JUSTICE

DI Development acknowledges that long-term, sustainable economic and social development requires democratic governance rooted in the rule of law. DI Development provides services to USAID field missions and bureaus, other U.S. Government entities, and the broader democracy and governance community through the provision of advisory, training and monitoring services. DI Development strengthens regulatory frameworks and human capacity for fostering legitimacy, equity and fairness in government institutions. We reform legal systems by enhancing the professionalism and accountability of the judiciary and the legal profession, and empowering citizens and civil society to monitor the effectiveness of the judicial branch.  Understanding that the rule of law in the lives of many communities equates to the work of the police, DI Development provides law enforcement training and mentoring to build professional and fair police institutions that support community stability, human rights and democracy.

CIVIL SOCIETY STRENGTHENING

Civil society is crucial in ensuring meaningful participation, association and expression in a democracy. A vibrant civil society can help transform non-democratic countries through informing public opinion, mobilizing constituencies for reform, and engaging government and political parties in policy debate. In post-conflict situations, civil society can encourage reconciliation, represent citizens' concerns and ensure transparency and good governance in the reconstruction process. Civil society is both an incubator for progressive ideas and a buffer between people and dysfunctional government institutions. We empower civil society to shape public policy, ensure the accountability of government, defend human rights and mobilize people to participate in democratic processes in a constructive and innovative manner. Our programs include assistance with organizational development, public outreach, media development and coalition building.

COMBATING CORRUPTION

In broad terms, DI Development considers corruption as the misuse of public office for private gain. It encompasses abuses by government officials such as embezzlement and nepotism, as well as abuses linking public and private actors such as bribery, extortion, influence peddling, and fraud. Corruption arises in both political and bureaucratic offices and can be petty or grand, organized or unorganized. Though corruption often facilitates criminal activities such as drug trafficking, money laundering, and human trafficking, it is not restricted to these activities. Corruption remains a symptom of a breakdown in the system of governance. Reducing corruption requires holistic approaches that involve a range of stakeholders and innovative tools and techniques. Above all, the fight against corruption requires political will and tangible results. DI Development excels at fashioning context-specific solutions that go beyond mere awareness activities to focus on crucial power sharing formulas, resource distribution systems, prosecution of corruption, and harnessing the energy of the private sector to fight corruption.

ELECTIONS

DI Development recognizes that free and fair elections are indispensable to democracy. A country cannot be truly democratic unless its citizens have the opportunity to choose their representatives. DI Development provides capabilities to plan, organize and monitor political competition and consensus building activities for USAID, other U.S. Government entities, and the broader democracy and governance community. DI Development provides capabilities and resources for guiding the creation of impartial electoral frameworks, assisting the creation of credible electoral administration, providing effective oversight of electoral processes, enabling representative and competitive multiparty systems, creating the conditions for inclusion of women and disadvantaged groups, and monitoring the effective transfer of political power.

STABILIZATION AND RECONSTRUCTION

Many of the most important causes of violence, extremism and instability are stagnant or deteriorating economies, weak or illegitimate political institutions, or competition over natural resource. DI Development is committed to providing effective, sustainable and measurable change across the spectrum of conflict and post-conflict environments in support of U.S. Government foreign policy objectives and the needs of local populations.  DI Development provides rapid and flexible responses in fragile, conflict or post-conflict settings to help reinforce the capabilities or institutions which enable peace and democracy until political and security transitions are solidly entrenched. Adept at working with local organizations, DI Development helps citizens and civil society organizations gain a role and voice in decisions that affect their lives. DI Development seeks to assist local communities in confronting histories of exclusion and disempowerment, while employing our unique capability to engage key players, enhance the role and capacity of stakeholders, and avert relapses in violence.  DI Development also has unique capabilities and relationships to foster peace negotiations, reconciliation activities, citizen security, open elections and reconstruction efforts.

CONFLICT ANALYSIS AND MITIGATION

DI Development provides the capability to support USAID field missions and bureaus, other U.S. Government entities including the Department of Defense and Department of State, and the broader international community in assessing, planning and executing programs which support the transition from a state of conflict into safe, secure and stable environments which are conducive to the growth of civil society and local public confidence.  DI Development's unique experience in operating in hostile and austere environments alongside leading elements of the U.S. Government provides it with the means, the experience and the skills (both in large and smaller quick impact programs) to understand the needs of the supported agency, but also to clearly identify the requirements and sustainable effects needed in programs across the breadth of the pre-negotiation, negotiation and post-agreement implementation spectrum.

POST-CONFLICT STABILIZATION

DI Development helps local partners advance peace and democracy in countries emerging from crisis. Seizing critical windows of opportunity, DI Development works on the ground to provide fast, flexible, short-term assistance targeted at key political transition and stabilization needs. DI Development has a proven history of delivering successful and enduring programs in areas recently afflicted by conflict, and helps provide local communities with the opportunity to recover from conflict, re-establish systems and structures of community and reconcile former factions or combatants in a manner which allows for the society to develop in a healthy, respectful and sustainable manner.  DI Development utilizes its access to a broad capability base in construction services, media operations and grant management to ensure that the needs of the community are met, and utilizes systems that lead to the recovery of the local economy, improve the opportunities for employment and maximize local participation.

INFRASTRUCTURE DEVELOPMENT & MANAGEMENT

DI Development provides engineering, rehabilitation, building and maintenance projects in some of the world's most challenging environments, from constructing multi-use facilities in Afghanistan to housing and operational facilities in Liberia to the construction of police stations in Haiti.  DI Development has the capability to manage multinational and multicultural teams, employ local labor, and use local materials while working with a broad range of subcontractors. We also conduct skills training for local nationals in sub-zero mountainous regions, extreme desert heat and sand, war-torn conflict zones and post-conflict environments.

PUBLIC OUTREACH

DI Development draws upon its history of successful public engagement to ensure that delivery of development solutions reaches the intended audiences. DI Development is an expert in designing and implementing strategic, research-based public outreach campaigns. DI Development harnesses the strength of a variety of communication channels and media, while integrating effective public outreach into a wide range of development activities, ensuring citizen awareness and participation. 

TRAINING & MENTORING

DI Development supports the emergence of stable society with the provision of flexible training and mentoring solutions to suit any situation in any part of the world. From southern Sudan, the West Bank, or Afghanistan, DI Development is capable of operating in any challenging environment.  DI Development can locally or internationally recruit field and support trainers/mentors to ensure successful institutional capacity-building at the national or local level. Leveraging our global recruitment expertise, we recruit experienced professionals with the skills to transfer knowledge to local workforces by building technical skills, developing managerial talent and ensuring access to technical, vocational or higher level skills for local populations.

HUMANITARIAN ASSISTANCE

DI Development has the capability to respond to all types of natural disasters, including earthquakes, volcanic eruptions, cyclones, floods, droughts, fires, pest infestations and disease outbreaks. DI Development also provides assistance when lives or livelihoods are threatened by catastrophes such as civil conflict, acts of terrorism or industrial accidents. In addition to emergency response, DI Development has the capabilities to undertake mitigation activities which reduce the impact of recurrent natural hazards and provides training to build local capacity for disaster management and response.

LOGISTICS AND RELIEF COMMODITIES

DI Development is able to deliver results, safely and efficiently with global multidisciplined logistics teams, staffed by qualified specialists. Our capabilities include providing ample support staff and state-of-the-art resources including field-proven professionals who ensure the preparation, movement and delivery of critical humanitarian  supplies to the point of need rapidly, efficiently and at scale.  

SHELTER AND PROTECTION

In the wake of a major disaster that damages and destroys homes, DI Development can provide shelter and settlement assistance to address both immediate needs and overall recovery and reconstruction. DI Development ensures the promotion of parallel livelihood opportunities and supports and sustains local coping mechanisms while ensuring separate spaces for women and children, utilization of local building materials, re-use of rubble, and basic site planning to provide privacy and dignity. DI Development has the capability to assess, plan and execute the creation of major population support facilities in times of distress and emergency, providing high quality and rapidly deployable housing solutions to remote and austere environments for significant populations (in excess of 20,000 people). DI Development can also provide the necessary support to the physical protection of displaced, refugee or emergency populations in those environments where local police or security forces are absent or may threaten at-risk or vulnerable populations; or to ensure that areas afflicted by the presence of mines or unexploded munitions are made safe from harm.

WATER WELL CONSTRUCTION

DI Development's capabilities are directly relevant to a wide range of humanitarian applications around the world. In disaster-affected areas, DI Development can provide access to water resources through the construction of wells and latrines. We have extensive well construction capabilities, drilling wells with an average depth of 1,300 feet, delivering total production capacity of 2.8 million gallons of water per day and providing enough water for 93,000 people per day without disturbing local water supplies. DI Development seeks to reduce morbidity and mortality associated with water and sanitation-related diseases and poor environmental conditions in emergency and conflict/post-conflict environments.
